Glue the velvet to the padded liner panel.

No real trick here. White glue, fabric glue, contact cement, whatever adhesive you like (I've even used shellac)... The real trick is in getting the corners trimmed so that the back isn't lumpy - it needs to be fairly smooth so that it sits flat against the side of the drawer.
